Abstract

The new regulation of public contracts regulates and enhances forms of partnerships between public administration and persons (natural persons and legal persons) and social partnership in the context of the horizontal subsidiarity: the article focuses on the administrative exchanges (baratto amministrativo) as the main manifestation of the citizen’s collaboration in carrying out activities of general interest.
