Resumo

Atualmente, quase metade dos países do mundo adota algum tipo de ação afirmativa de gênero para eleições parlamentares. Com o Brasil, não é diferente. No entanto, a baixissima representação feminina no parlamento brasileiro coloca em questão a eficácia do modelo adotado. Este artigo busca discutir então as dificuldades sofridas pelas mulheres no caminho da representação política, discutindo, em seguida, a conveniência da adoção de ações afirmativas. Na sequência, procura traçar ainda um panorama da experiência internacional acerca do tema. O objetivo, à luz dos argumentos contidos nesses passos, é reavaliar a experiência brasileira no que diz respeito à ações afirmativas visando a representação feminina nos parlamentos brasileiros.

Carlos David Carneiro, Câmara dos Deputados - CEFOR Universidade do Rio de Janeiro - UERJ

Doutor em Teoria e Filosofia do Direito pela UERJ, foi pesquisador visitante da Harvard Law School. Atualmente é Consultor Legislativo na Câmara dos Deputados e pesquisador do CEFOR - Centro de Formação, Treinamento e Aperfeiçoamento da Câmara dos Deputados.
