Abstract

The study seeks to demonstrate how structurally negative legal, economic, political and social conditions cooperate for the invisibization of specific groups (blacks, women and LGBTQIA+) as a result of states of exeption and detrimental to the institutional requirements of polyarchic democracy.  Methodologically, a deductive approach is used, with support in indirect documentation – encompassing bibliographic and documentar research techniques. In conclusion, it is understood that the brazilian scotoma implies the invisibility of blacks, women and LGBTQIA+. This is due to the fact that indirect discrimination, in the contexto of violence permitted by states of exeption, to distance these social groups from the possibility of contesting and participating politically. Democracy is not available to everyone in Brazil. Finally, it is understood that invisibility and states of exception supplant the relevant institutions in polyarchy – a democratic model. Is is essential to review, with management of transformative measures, the brazilian democratic structure.
