This is a critical essay about the State in contemporary society. The rule of law is presented as a bureaucratic structure that exists to serve the interests of a political elite that is concerned with serving its own interests and that is not concerned with sacrificing the local and global masses to meet the desires of the ruling groups. There is a toxic relationship between the State and its bureaucratic apparatus with citizens who live their lives based on promises of improving their lives, but which never materialize. The solution presented is the improvement of the electoral system and the civic participation of the population, which must become involved in discussions and form political consensus based on a more decentralized and horizontal structure, which would generate a change in the political-electoral paradigm through the depoliticization of the State and politicization of civil society. The study is built from the analysis of works of fiction (literature and cinema) where alternative ways are presented to remove civil society from apathy so that it does not conform to electoral games based on marked cards.
Keywords: Rule of Law; Civil Society; Political Participation.
